St. Andrews Old Course, hands down the best,
Not a big golfer, I don't have much of a list to compare and contrast but Torrey Pines north of San Diego was amazing and it's a public course. Jaw dropping views.

Torrey Pines Golf Course OFFICIAL web page. The name itself stirs the imagination of golf enthusiasts all over the world. Situated atop cliffs towering above the Pacific Ocean in San Diego, California, golfers marvel at the views of the coastline and deep ravines. Two 18-hole champion courses, home of the PGA Tour's Buick Invitational, site of the 2008 U.S. Open, and within walking distance of first class lodging and dining.
City of San Diego Torrey Pines Golf Course OFFICIAL WEB SITE, North and South Courses. Two of the most scenic PGA Championship 18-hole golf courses in the world and home to the Farmers Insurance Open.
