I'll probably get down voted for this, but what exactly is the deal with Up and Down votes? Do they mean anything? Or do they just mean that someone liked what you had to say and/or didn't like what you had to say? I see people get really upset if they are down voted. I have never voted for anyone up or down. Can someone explain what the deal is?

It could mean something. It could be an effective evaluation tool.
But instead people refuse to vote on the merit of whats being discussed and how its being discussed. Instead, if they like you, you get an upvote. If they don't like you, you get a down vote. Its a popularity contest and now we have no idea how good a poster is because their votes have no value. People with high ratings are generally people that tell the board exactly what they want to hear. People with lower ratings are people who say things the board would rather not hear.
Its absurd and it stifles quality conversation and debate.

If I can speak or Play, he and I have been on the same page about this for months (TJMM, too). Up vote quality posts. Down vote dumbasses who say nothing or are there to stir up stuff, or troll in general.
Just because you don't like what somebody says, if it's a solid, well thought out argument, it doesn't deserve a down vote just because you disagree with it. If that were the case, you'd get an equal number of ups and downs.
I up voted Cwood a ton when he brought good, solid commentary. That wasn't always the case, but he got downvotes all the time because he was a scUM guy. I have no problem if I get downvotes and someone offers a good retort, but downvotes for the sake of downvotes is stupid - its hiding behind the Internet.
The star system should be able to give you an indication of the quality of a poster, but it's pretty worthless mow because it's so diluted.
