You shall abide by all local, state and federal laws.
You shall follow NCAA, Big Ten Conference, University and your individual team's policies, rules and regulations.
There's a lot more, but that last line is the keeper here. I, too, would expect team policies or code of conduct. In the best light, you are correct, a bad and stupid thing to even be involved.
Although there is one flaw with that argument that would end that tactic rather quick. Perpetual accusations of that nature would eventually lead to investigations which could lead to charges of fraud against the accuser if that was found to be the underlying reasoning for the accusation. I am not sure how many people would risk jail time of their own (especially as fans) to win 1 game.... (dont get me wrong their are the crazies out there, but still)
